Aside from Home Depot and Lowes, where can I get a bathroom vanity at a decent price?? Would prefer a sink cabinet and vanity top combo... 36"-48", super basic, white or dark wood. Nothing fancy... It's for a basement bathroom. I would think I could get something for about $300... But where?? HD and Lowes have little in stock for some reason.

For that price, HD and Lowes are probably the best options. Cabinet stores will sell high quality base cabinets, but a standard stock 36 or 48 box is probably $500 minimum, not including the sink or counter.
IKEA,
I've been researching vanities for a project in our home. For that price, you are best with HD or Lowes. There are also plumbing supply stores like Ferguson and Plumbing Parts Plus (Rockville) that sell a range of vanities. I've seen some nice ones online at Signature Hardware that I'm hoping our contractor can find locally. There's a high-end place in Bethesda called Union Hardware, and then you have Pottery Barn and Restoration Hardware with some more expensive options. You might also try EBay, Amazon, and Overstock if you do not care about seeing it live beforehand.

If all you want to spend is $300, you will have to stick to the vanities at the big-box home stores. Some of them look rather nice for that price, but the actual cabinet will be made out of particleboard, not plywood. They also have a lot of special-order vanities which are very affordable, and they are delivered to the store in a few weeks; look for the catalogs where the bath vanities are.

Have you thought about a pedestal sink instead? With moisture in a basement, the vanity could get pretty gross.
Try Plumbing Parts Plus in Rockville on Nebel Street if I remember correctly. They might have a few things near your max budget.

Find a used piece of furniture and get a drop in sink and rehab into a vanity. |
Restore or Community Forklift out in Hyatsville.
Most of the ones they sell are at least twice as much as OP's budget, but there might be some floor samples in that price range. |
Home Depot and Lowes have some decent ones. Home Depot has a few "special value" ones that are nice right now.
I actually got mine at Home Goods - really nice dark wood on bottom with black granite top, believe it was around $300. Less than $400 for sure. It's hit or miss depending on inventory so you have to stalk them.
I got one at HD and it did not last a year (peeling), I am looking into a replacement and will now go into the $500+ range so don't make my mistake....
