when does foreign language instruction start in non-immersion schools?

Our son is going to start kindergarten next year. We'd like him to attend our neighborhood school, so we probably won't apply for the immersion program. But if we wanted him to learn Spanish, when might this begin in the schools? What are some alternative ways for him to learn Spanish given that my husband and I speak only English? Thanks!

middle school - grade 6 or 7

PTA in our ES offers some before-school classes for a fee, but I'm not sure it's and effecticve way to learn a language (once a week for 45 min)
I would look for afterschool care that might offer Spanish classes if possible
