What was up on the Whitehurst Freeway at Canal last evening?

I normally come home that way, but because I was running late, I went through Georgetown on M. Then I saw that the police weren't letting anyone turn left from the Whitehurst onto westbound Canal. I had not trouble going west onto Canal from M, and I couldn't see any reason they were making the cars from the Whitehurst turn east onto M.

Does anyone know? Any chance of encountering the same problem tonight?
