50% goes to the general fund, just like now. The other 50% I want to be able to direct the federal agencies that will get the money. Designation to be in 5% increments.

My ten recipients would be:

DOJ X2, EPA, GAO, DOD, DOT, HHS, DHS, DOI, DOL

This is one of those "let's simplify everything!" ideas that sounds really great until you think about it for 5 minutes and realize that it is stupid. Government agencies shouldn't have to submit to a popularity contest. Why do you think Congress is so dysfunctional? Because Congressmen spend most of their time campaigning. Look at what voter referendums have done in California. And your solution is to do the same with federal government agencies who, for the most part, do their jobs very well?

No. If you have a problem with government spending, you should be active politically and reach out to your congressperson, who is supposed to be making these smart decisions on your behalf.
