Question about MD Questions 1 and 2

text of the questions:
(Amending Article IV, Section 40 of the Maryland Constitution)
Requires judges of the Orphans’ Court for Prince George’s County to be admitted to practice law in this State and to be a member in good standing of the Maryland Bar.

(Amending Article IV, Section 40 of the Maryland Constitution)
Requires judges of the Orphans’ Court for Baltimore County to be admitted to practice law in this State and to be a member in good standing of the Maryland Bar.

Now I've got to wonder, had there been a problem with non-lawyers being judges, or anything of that nature? Are non-lawyers still free to serve as Orphans' Court judges in other Maryland counties?

I'm glad to know that non-lawyers can still go to Frederick and the Eastern Shore and continue to be Orphans' Court judges.

Had this been a problem with any particular judge or was this a, "hey guys, maybe we should make sure the judges are actual lawyers these days?"
