Jeans with the right rise?

I'm desperate for some suggestions. I'm short (5'1), but I don't think I am unusually short-waisted or long-waisted. I need petite pants, but I'm fed up with pants where the crotch hangs down two inches down my thigh. It's like the manufacturers think that shortening the leg is enough to make something petite but they don't change the rise proportion. Also, I don't want something really low-rise because I feel too old and exposed for that. But if I hike the pants up a bit to get that area to look right then I look like I've got my pants going up to my arm pits.

Is there any hope? Are there any brands that might have a true fit in the crotch area and a mid-rise? (Not looking to go tight, I just want a decent fit.)

This is true for both dress and casual pants, btw. At the moment, I'm more interested in casual (jeans, cords, etc.)

I have the opposite problem - 5'11", long torso, but still always ended up with poorly fitting jeans. I sucked it up and went to denim bar and got fitted for jeans. I only ever have 1-2 pairs of jeans at a time (and i expect to wear them for a couple years).

It's a denim store in Pentagon City - not inside the mall, but outside (Pentagon Row). I am sure there are other denim stores that do the same thing.

I'm 5'1" too and my favorite jeans are from White House Black Market. Good rise (not too high or too low) and they stay put so I don't show my butt when I'm sitting on the floor with my kids.

Nordstroms is another good option -- they do alterations for free if you purchase from their store.
