not too expensive bakery for custom birthday cake

My daughter wants a Wizard of Oz cake for her birthday party in two weeks and I would prefer something other than those premade cake toppers, but also am not interested in paying $200 or more for some custom fondant sculpted over the top masterpiece. She will be happy with something much simpler. Do people have recommendations about a bakery that can do something pretty and recognizably Wizard of Oz-ish (I am flexible on what that would be) for under $100 for about 25 servings? We live in Capitol Hill, so I would like to stay in DC or close-in suburbs (unless the bakery also delivers for a reasonable price).

OP, I would get a regular sheet cake, put green icing for grass and something like yellow legos (washed of course) for the brick road. Then find a plastic scottie dog for toto. (He was a cairn terrier, but not important for this purpose.)

My daughter actually has those cake toppers, which she uses as action figures, so I am aware of that as a fallback, though would rather not resort to yellow legos on a green sheet cake if I can get something a little more special. I would at least like a prettier, more edible backdrop to stick them on. Any ideas of who might do that?

Where are you located? Amphora in Vienna/Herndon has done custom cakes for me for under $100. It depends what you have in mind as to the cost.
