Recommend an inexpensive jewelry appraiser

I've called a couple of places, and either they only appraise items purchased in their store (er, shouldn't they already know the value if they were the ones who sold it?), or it costs over $100.

Anyone know of a jeweler, preferably in downtown DC, who does appraisals for less than that?
