Does VRSC have a practice of moving kids up or down within and/or across seasons? Like from second team to first, for example? Or are kids pretty much locked in with the initial placement? Asking as the parent of a child considering this club.

Does it happen, absolutely. Does it happen a lot, no. It usually starts with guest playing on the higher team. If they do well, it can lead to be moved up. If they aren't guest playing, chances are there won't be any player movement.

No, it doesn’t. Rev is a shiny expensive product from the inside but operates at identical if not worse fashion than other ‘clubs’ that have been around for a while.
Parents are the drivers at Rev, direktors lack the courage and quality to make appropriate decisions

I have to step in and say that no not all parents drive the placement of players at VRSC. My child plays on the boys side and not in GA. I can't speak for GA directly since I don't have a girl but from what I have heard the FCV girls that came over the parents are driving it some. But on the boys side that is NOT the case at all. With the new MLS Next 2 tryouts things have been shaken up and there in no way was any parent input at all. Parents tried but the coaches and directors took a firm stance with the choices they made.

My DD was moved up mid-season after guest playing multiple times with the higher team.

Yes, who is on the roster, starters, etc.

I call BS. My DD is on a GA team and parents are definitely not picking the roster or tournaments. What is your basis for knowing this? Because you think your kid should be starting so you say parents are preventing it?
