DC college stipend question

So, I know that DC residents receive $10,000 off out of state tuition for public schools. If the difference between the instate and out of state costs is less than $10k, do you still get the whole $10k off? For example, in state tuition at Pitt is $9500 less than out of state. Would our discount stop at the in state rate or keep going?
