Obviously. Not obviously, he's complaining that his state is not being adequately reimbursed for hurricane expenses, before the hurricane even hits. This is over and above what he gets for the disaster Obama already declared. So much for small government.

Remember when the GOP cut FEMA money in 2011 as part of their big showdown with the president? And then after Irene hit they complained that it was Obamas fault and tried to Stuff new funding back in, but attached to their homeland security bill?
