She obviously didn’t raise him to learn the importance of helmets. That starts in childhood. He’s also living under her roof and my guess is she foots the bills. His odd jobs surely wouldn’t be able to afford an e bike on his own. Of course she purchased it for him. The rule should be no helmet, no bike. Period.

In California all riders of class 3 e-bikes are required to use helmets (class 1 and 2 are pedal assist ebikes with max pedal assist of 20 mph while class 3 can go 28 mph). Although that looks like a class 3 e-bike it like an off road dirt bike and doesn't even look street legal.

Pax was only just released from the ICU, recovery from complex trauma expected to take some time. TBIs are no joke. Hope he heals well.
