How are those two not under indictment for whatever the legal name for corruption is?

How are those two not under indictment for whatever the legal name for corruption is?


Because "corruption" under th current law requires an explicit quid pro quo with personal immediate financial gain. It doesn't handle subtlety, indirect benefit, or the long con very well.
