Going to a public school out of your district

Is this possible in Montgomery County? If my public school is not good, is there a way to send my children somewhere else? DC has lotteries and charter schools. Is there anything like that in Montgomery County?

There are many posts on COSAs, magnet programs and the DCC. Search some of those as a starting point.
