starting business - Facilitator/shadow for school and recreation - need for this service?

I'm looking to start a business and wonder if there is a need or interest in facilitator/shadows to provide support to special needs students in school and afterschool/weekend recreation activities. How much would you expect to pay for these services (with highly qualified providers)? What would you look for in a provider?

Special needs parents have many expenses. I'm not sure how much extra money there is to pay the mark-up for a service that provides facilitators. I think most people hire the facilitators directly.
