Harassment from condo balcony neighbor

This woman sounds mentally unstable to me.

It is a shame that you cannot enjoy your balcony w/out her interfering w/your right to peace ➕ quiet.
Geez.

You are right to ignore her >> do not engage as it is very likely that this person will go off the deep end.

If it is possible to talk to one of your other neighbors - - perhaps they can offer you some personal advice.
Or let you know how to contact the HOA.

I am sorry you have to deal with this psychopath.
Hopefully you can find a solution to this issue soon.

You may find it funny, but it's true. It's not controversial. There was a lot of press coverage on this, and blame was also placed on the corporate LLs who wanted higher profits, since section 8 gave higher rent payments compared to market rate and especially rent control tenants. It wasn't funny for people who lived there and had to deal with this.

It's not always true, but as a generalization it certainly is. Just go on vacation and stay at a lower-end resort, versus a higher-end resort, and you'll see a difference in the behavior of the guests. Or visit a Walmart versus a Balducci's. Maybe the differences in behavior don't matter to you, but there are differences. I'm curious why you find it to be such an offensive concept?
