There are stray dogs roaming because people take pity and feed them as animal shelters there are few and have low budget and capacity.

May be he had dome kind of phobia and thought dog is going to attack him. There are lots of stray dogs in Egypt and people tend to be scared of them as they aren't vaccinated for Rabies and there is fear of going crazy and dying a miserable death after a dog bite.

He’s Muslim right? I have a little fluffy dog who’s very sweet. He likes to smell peoples legs. His nose touched my Muslim neighbors leg and the man kicked him and went off about it. He said dog licking is haram. He seriously screamed at me. I’ve been careful since then to keep my dog away from obvious Muslim people. I didn’t know. My dog is actually well trained, knows commands and never jumps on people.

We often rode the elevator in my condo so that’s why he was in close proximity to others.

Kicking your dog was not OK but neither is letting your dog lick or sniff people in the elevator. That’s disgusting.

I think it’s important to separate religion from culture and poverty. Islam teaches kindness to animals—the Prophet even showed compassion to dogs. Practices can vary widely between countries; Islam in America often looks different from Islam elsewhere. What you saw likely reflects local conditions, not the religion itself. Animal abuse sadly exists everywhere, and generalizing overlooks the many people in those places who care about animals.
