Why does HB Woodlawn in Arlington have the worst on-time graduation rate of Arlington high schools?

HB is not a school. It's a "program." All of HB's stats are also factored into the home high schools. So in the eyes of the state, HB's graduation date or any other stat is not relevant. not relevant at all.

Interesting, so why does APS break it out on Dashboard?
