Spanking in Schools

Saw this on CNN: http://www.cnn.com/2008/US/08/20/corporal.punishment/index.html
Does this happen in DCPS, MD or VA schools? How can this be legal? I thought spankings (at least by parents) are a child protective services red flag. |

Corporal punishment is illegal is DC, MD, and VA schools.
To my knowledge, traditional spanking is still legal and allowed by parents in all states, and does not cause a "red flag" with social services. |

| I don't know about now, but I went to a Christian private school in Maryland back in the 80's, & they spanked w/a wooden paddle. |
