Rosedale is not a "dog park." It's the first land conservancy in DC (Tregaron, also in Cleveland Park, is the second) and serves as a "green" for the neighborhood. By tradition, people walk their dogs there, but Rosedale tries pretty hard to balance uses and sees its main mission and preserving and maintaining the greenspace. They have events like the annual Easter Egg hunt, pumpkin carving and a June neighborhood picnic. There are hours designed for kids when dogs (at least off leash) are not supposed to be on the property. While Rosedale is open to the public, dogs have to be registered on payment on an annual fee and have a tag displayed to be there, and they enforce this pretty strictly.

So, it's a very well regulated dog park. It's a beautiful house, but I used to live just down the street, and I wouldn't pay 5 mill. to live there.
