there's a newstand in the chevy chase pavillion behind the starbucks and going towards the door to metro. i believe that's the western avenue entrance/exit.

The Giant in Friendship Heights sells lottery tix (at the Courtesy Desk).

Also the Friendship Gourmet Market on North Park Avenue sells them, too.
