Not really. Most people don’t give a specific location when they’re asked what city they’re in. He’d have said “New York” in contrast to Paris. So he’s referencing a specific location on purpose, ie to signify potential meeting, or at least being in the vicinity of, Trump.

I generally agree with the rest of your post - that large age differences can produce unequal power dynamics - but I still think that the main driver in the press secretary's reaction is that she's paid to defend whatever comes out of the White House, even if it's horrific and indefensible.
