Title IX is great for women's sports. There isn't similar support for similiar scale women's sports anywhere else in the world

ELI5 why isn't the U.S. basketball team no longer by default the dream team like they were when the U.S. first starting letting pros pay in the 90s? Are players from other players getting better? The U.S. not sending the best? U.S. intentionally not playing well to make games more exciting? Simply having people who don't play together normally makes for a bad team?
