But taxes are based on income (except sales tax), where this new charge is the same for all. The hit to your wallet isn't the same as the hit to someone making (presumably) much less.

they should just sell the lots to the highest bidder with no restrictions; the highest bidder can choose whether to build housing or keep parking on them. use the profits to cut everyones property taxes.

I have less and less patience for affluent people saying "Think of low-income people!" when it comes to policies the affluent people don't like.

Something that really hurts low-income people: having to choose between slow transit, expensive Uber/Lyft, or expensive cars if they want to be able to do the things they need to do (including getting to and from work)

Something that WAY down the list of hurting low-income people: charging a dollar or two per hour for parking in county-owned garages in three limited areas in the county during limited hours on one additional day per week
