I don't understand you witness someone being kidnap and you don't stop them. All you do is yell at them. Why don't you grab the kidnapper and stop him?

Maybe because they have guns? Maybe because if they turn out to be unidentified police instead of kidnappers -- and who can really tell the difference these days -- you are in trouble. It's intentional confusion of the citizenship to gain compliance of what is otherwise illegal and unconstitutional behavior. Obviously.
