The phrase comes from the symptoms of rabies. When one contracts rabies, one does foam at the mouth and it makes them behave demented. So, the term for when someone starts acting crazy (like being rabid), they say they are foaming at the mouth.

Not sure of other causes, but that is the source of the phrase.

Trump committed crimes which any other person would have been prosecuted for. Trump was given full due process of law, in fact the case was slow-walked for 5 years. Evidence was presented. Trump was found guilty by a jury of his peers.
