Question about private school switch out for birthdates after Sept. 30th (FCPS)

I have read and heard about placing a child with a birthday after September 30th in private school for kindergarten to be tested into public 1st grade but what happens if your child does not test in? Do they have to repeat kindergarten or stay in private school for 1st + ?

They would repeat Kindergarten in public or if you chose keep them in private and continue onto 1st grade.
