Strange fenced off area in Tenley town

Can anyone tell me what that fenced off area is between Van Ness and Warren along 44th street is? It has tall berms so you you can't seen what the land is used for and the signs say property of the US government.

Missile silos? Secret telecommunications? Land fill?

I drive by every day and am curious....

I think it's something water related, but not sure.

I think it is an old reservior or aquaduct, I believe dating back to the Civil War era. But there is nothing dangerous about it - I researched when I was looking at a house across the street.
