Pop up tape dispenser
Board books
Things she hasn't seen before or in a long time
Things that open and close
iPhone with baby apps

Change of clothes
Bib
Wipes

(My kid had a blowout diaper, spit up, or major food spill on every flight we took up to the age of two years!)

Consider a CARES harness and check your car seat, if you think she'll accidentally (or intentionally) kick the seat in front of her.

Keep away and peek a boo are good games for while you're in the seat. Walking the aisles is good as long as you're not blocking other passengers and the fasten seatbelt sign isn't http://m.georgetownuniversityhospital.org/body_dept.cfm?id=556685

Snack trap, especially if she's not used to it. It has high novelty value, plus food!
Board books
Baby apps or just pictures to look at on your phone
Download a short video or two to watch (keep the sound low and the noise of the airplane will drown it out)
A blanket for peekaboo

Other high-value toys on airplanes include: the skymall catalog, the seat pocket safety card, the sick bag (put things in it! take them out!--also, they have them in the bathrooms and you can use them for dirty diapers).

Any chance she'll nap for some or all of the flight?

(p.s. not playdoh--it will make a mess and you'll have to pick all the bits up!)

A variety of clean and novel snacks: new kinds of cereal, freeze-dried fruit, crackers, goldfish, etc.
Small post-it notes (my DC is absolutely mesmerized by peeling them off one by one and then being able to stick them places; leaves no mess behind).
Some kids are fascinated by movies/photos/apps by then, mine didn't care at that age (or at least, not for more than 5 seconds).
