We just returned from a week at Rehoboth with our 2 and 4 year olds. Lots of fun, lots to do, I highly recommend it!

We've been going to Rehoboth since our first child was two and the second just a few months old. Love it because I find that at this age they can only do so much beach time. We go to the beach in the morning, pool in the afternoon, and Funland before or after dinner. (Rehoboth has good restaurants.) Warning: the beach is not particularly scenic, and the boardwalk looks pretty tatty--especially when you've just arrived after a long drive--but once you get down toward the water, it's okay, and in the early morning, the beach is rarely crowded. Once the kids are older, we'll probably look for something different, but for now, you can't beat the convenience.

Waterparks work for us. To me, an indoor or outdoor waterpark is a more controlled, safer environment for water activities, than a beach. My kids have tons of fun.

My kids just LOVE Ocean City. We've been going since the first was 3. At about age 4, they were big enough to ride bikes on the boardwalk (training wheels and all), which you can do until 10 am. Before they can ride on their own, you can rent surrays, which have seats for kids that are old enough to sit and hold themselves up. The beaches are great and there are lots of kids to make friends with. We always get a hotel with a swimming pool. The boardwalk offers lots of options for food, kid shopping and rides. The restaurants really cater to small children providing kid-favorite food and prizes for good behavior, so it's easy to have a decent meal in an environment where your kids aren't disturbing others.

Bethany Beach and stay at Sea Colony. Private Beach, pools and activities. You can walk to downtown Bethany.

Personally, I hate the crowded beaches. We went to Ocean City this weekend, to please family, and while the kids had a good time, I know they would have had a better time at a different beach. The water was rough, there were tons of rip tides, and the lifeguards were making lots of rescues. I couldn't take both kids into the water with me and keep them safe.

I much prefer this little tiny beach in Deal Island. There has never been more then one person there, and while there is no lifeguard, it is on the bay side, and very calm. We have always stayed with family in Princess Anne when going to that beach, and I am not sure what all there is to do there, that's touristy, other than go to Ocean City for the day, and that's only a half hour away.
