I wouldn't say it's top quality. We have a Cosco car seat that we got at Target that we use strictly for travel on planes (until we bought the harness) and rental cars. We bought it because it's cheap and lightweight and other folks on DCUM had recommended it for travel. I would not use it as our everday seat because it doesn't look overly comfortable and it doesn't look like the safest thing in the world (compared to our Britax Marathon at least). That said, I admit I have not studied the Cosco safety ratings. Also, my husband curses everytime he has to install it in a rental car as it doesn't latch in w/o a lot of pushing and shoving.
I know you are not looking at a car seat, but that's what my experience is with Cosco. It is handy to have for travel, though and I would recommend the car seat to others for that purpose.
