Almost exactly a year ago, during the primary campaign, Loose Lips did a column about Brown's apparent Maryland residence: http://www.washingtoncitypaper.com/blogs/looselips/2010/09/13/the-curious-case-of-sulaimon-brown/. Without commenting one way or the other about DC politics, I don't think it's fair to judge it on the basis one one nut-job. But I agree that it reflects poorly on the Mayor that his appointees actually paid attention to the guy.
