Boosting My Son' Reading/English Skills

Hi. I posted this initially in the private school forum, but thought I'd repost it here now that we are a VA public school family. Any help would be appreciated.

Former private school family who took our son out because we felt he wasn't learning how to write/read very well. Finished his first year of public middle school and took the Standards of Learning test. Did very well on the math portion, but mediocre on the reading/history.

1. Are there any recommendations of a tutor who can help a middle school child's writing skills/reading comprehension?

2. Are there materials (hard-copy and/or online) that he can use himself to get better (in conjunction with a tutor)?

Thanks. We are worried that he has some catch-up to do before high school, SATs, etc. I am also thinking of having him tested for a learning disability. He has always tested very well in math, but reading comprehension and writing has been a struggle score wise. Are there professionals (hopefully reasonably priced) that people can recommend who test for this sort of thing?
