Alexandria City: are bilingual programs worth it?

We're zoned for MacArthur elementary school, which has no bilingual program. I would love for my DC to be introduced to Spanish--or any other language--at an early age, but am wondering if it's worth trying to get in and worth going to a school that may not be as highly rated overall. Not to mention taking DC out of the neighborhood. Would appreciate input from parents who made the decision to go bilingual in Alexandria City and can comment on how good the programs are. Many TIA.
