Why the limit on out-of-boundary applications?

Does anyone know why we are limited to 3 out-of-boundary applications? You would think w/the large lotteries, & slim chances of getting in, you'd be able to apply to as many as you want, getting a better chance of an entry into one of the schools.

I agree with you. The limit on applications will make our family, at least, consider charter schools a lot more closely (since there's no limit on charter applications, I don't think). You'd think that with DCPS bleeding kids into the charter system, they'd change this policy.
