Horseback riding with kids

As part of our family vacation in Tennessee every year we take the kids horseback riding. It is always a highlight of the trip. This year TN was hit with some extremely strong storms while we were there and we couldn't go horseback riding do to damaged trails. Has anyone taken their kids in either VA (Shendandoah area) or maybe up in PA? We are looking for a trail ride, not a lesson in a ring. So far the problem I am finding is that all of the places I've looked at in VA have a minimum age of 7 or 8. We have 4 kids: 9, 6, 3 and 2. So we are looking to find a place that will allow lap children, ie the 2yr old would ride with mom. This is how the stable in TN does it. Any suggestions?
