Waitlist question

For the popular full-day preschool/daycares, does the waitlist move faster for those who place their 2 year old child on the waiting list? Just wishful thinking that maybe the multi-year long waitlists were mainly for infants because (1) the ratios were smaller and (2) more people would pass up an offered 2s or 3s spot because presumably they're pretty content with their current childcare situation. Anyone make this gamble and win?

It sounds reasonable that a daycare would give preference to a family that would enroll a 2 or 3 year old plus an infant over one with just an infant. Our daycare gives preference to families that already have a child enrolled. You could probably ask this question to the daycares in which you are interested.
