Best places to buy party supplies

Any suggestions other than Party City or Target? I live in Silver Spring but work downtown. Not looking to break the bank but can't find what I am looking for in the stores I've been to so far. Am looking for baby shower supplies but would love to find a great place in general. Online is fine too.

I found the Party City I went to in Baileys Crossroad to be picked over, very low supply and a less than helpful staff. I found a much better selection at Party Depot.

There's also a good selection at the SS store behind creative cakes near silver stars.
