Craft kits, like sticker mosaics. Dolls of pretty much any type. Dress-up items (including accessories like shoes, purses, jewelry). Books. Toy musical instruments.

Bitty Baby dolls from American Girl! (Okay, that's way over)

Outside toys (Slip N Slide, chalk set, bike/trike accessories, mini goal set for soccer, T-ball stand and bat. I happened to love my football at that age. Water guns if you're cool with that.)

Books about whatever they love.

Princess dress-up sets, make your own necklaces with pop beads.

Fun musical toys (like xylophones?)

My nephew just turned 5 and I got him the Insect Lore Butterfly Garden, because he loves bugs. Turns out my 4 year old niece loved it almost more than he did. In fact the whole family loved it. It's a kit that allows them to watch the whole butterfly lifecycle. They also have ladybug kits. The family just sends the card that comes with the kit in order to get the caterpillars. Then they watch the caterpillars grow, build the chrysalis, and "hatch" as butterflies. My sister says it's the best gift I ever got them. I think I'm going to get it for my DD for her birthday next year also. It's only $15 on Amazon.

My DD is four and all the girls ask for at birthday times is princess stuff. Recently, at Target, we found this box of four pair of different color princess shoes. They were a real hit. I think they were $20. Princess dresses are in the $20 range as well.
