STAR merit awards and scholarships for AA kids in MCPS?

Anyone know anything about these? My daughter just found out that he got a $50 one which I think is the only amount they give for her grade level (6th). I know she was nonimated by her guidance counselor and wrote a scholarship type application with an essay, but beyond that I don't know anything.

The letter said the committe was "unanimous" in selecting him. Do they all say that? Did they choose every kid who applied, and if so does it get more competitive as the kids get older and the money gets bigger?

I'm also confused because the return address is Sidwell, what's their role in this?

Finally, I'm confused because my daughter said that she received a letter a few weeks ago that said she was deserving of an award but that she wouldn't get one because they ran out of money. She lost the letter so I never read it but I assume it applied to this award.
