ACES Summer Programs for Elementary School Children

Does anyone know if these classes use the grade just finished or the grade children are entering for determining the appropriate class? For example, the summer classes say "grades 2-3." Does that mean it's for kids FINISHED with grades 2 and 3, or does it mean it's for kids ENTERING grades 2-3 in the fall?

I can't find any info. on the website (probably because most of the time they are offering classes during the school year when the child's grade is defined).
