Appeal Specifics

NP here. New to area and new to AAP (Fairfax County).
A.) In appealing for AAP, what is the sequence of events that should be happening? Is one aspect weighed more heavily than the other?

B.) If I am not mistaken, it is in our best interest to retest. How do you choose which test is right (most favorable) for which kid?

C.) In addition, what about references/recommendations? Are current teachers allowed input?

D.) What kind of work samples are best?

E.) Is there somewhere specific I can find these answers? Who makes these decisions?

Any additional information would be helpful. TIA.
