People aren't paying for it because it has no value. Most newspapers are just vectors for a certain point of view, including the WaPo. The stories they choose to cover and promote. Where they send their reporters. What questions they ask. How they frame a story, even simple news. None of it is unbiased.

Their website is better, but there isn't any investigative reporting. The local tv stations have more of that, but there are definite slants to their choice of stories. I'd prefer to pay for a newspaper with an interest in local reporting, but the Washington post has decided to be a national paper, not a local paper. We used to pay for both the NYTimes and the Washington post and the Times seemed to devote much more bandwidth to local reporting

Sure there is a free press in the US. Supporting it is not mandatory. The Soviets had to support Pravda. But I don't have to support WaPo or the NYT. If you choose to, that's all good with me. If you can subscribe to 8 papers, you must have alot of disposable income.
