"Rated doctors" section

Hi,
I noticed the "rated doctors" section and was wondering if I needed to be a registered user to add or read comments on some of the doctors listed. I can see the star-based approval ratings, but I didn't see comments justifying the rating. I also didn't see a link on how to add or enter a doctor's name.

Any registered user can add or rate a doctor. There are no comments, only the star ratings. Once you login, you will see how to add a doctor.

Also, be aware that when I upgraded the system last November, the ratings got messed up (though I didn't notice until recently). So, you may see some inconsistencies in the ratings.
