In her defense, she was talking about SS and Medicare as well as income taxes, and she said "could eventually." But to respond more directly to your question of where 75% came from, I think the answer is that Kyl got into trouble over 90% (as a fantasy number for Planned Parenthood's percentage of effort for abortion), so she dialed down to the next lower common percentage number.

In case you were responding to 12:12 (me), you may have missed the irony of my "defense" being linked to an explanation that said she basically plucked the number out of the air, like Kyl did with Planned Parenthood. Republican numbers are meant for effect and ought not to be taken as fact. It's called faith-based voting.
