Can you turn off the cell network and just use a hotel's in-room wifi to check email, etc., without incurring roaming charges?

Yes. Put it on airplane mode and turn wifi on

Correct. Also go into your settings and be sure to turn date roaming and cellular data off, (in settings, network.....within general network)
Also go into mail settings and turn fetch new data off. Oh and if you have iPhone 4, you can face time!

Yes - airplane mode and turn off data roaming.

I used Skype (via hotel wifi) for calls.
