Try craigslist - especially for yard sales where you can pick up lots of items for not much $. Also try consignment stores, ebay. |
also neighborhood listserves. mine often has people giving away kids items and toys. |

sign up at freecycle.org, they frequently have toys and kids clothes listed. Everything is free.
