If so, why do you wear one?
Can you tell if someone is not wearing one (except in the case of a see through skirt)?

Are you talking about a SLIP underneath dresses and skirts? When I think of a petticoat I think of a fluffy, voluminous type slip that girls in the 50s wore multiples of underneath poodle skirts. I do wear slips if the skirt is not lined. I hardly wear dresses but when I do I have Spanx underneath so a slip is not really needed.

I'm not sure if you mean a slip or a petticoat, but I do own a few! I dress vintage so I have a couple to even out my 50's era skirts, they look a little floppy without one. But it is no where near the poof you would see with a poodle skirt, lol. I also always wear a slip under skirts and dresses, usually with a lace lowered hem for modesty reasons.

My mom always said that a petticoat was just a half-slip; the poufy thing was a crinoline. I wore lots of crinolines in college, then got rid of them all before they came back in style briefly in the early 2000s. I often wear a half-slip/petticoat, so that skirts/dresses don't stick to my legs as I'm walking.

Totally OT, but my mother used to call my brother a petticoat...when she thought he was acting like a girl.
