You go where your neighborhood is zoned. I have heard of getting a hardship waiver to move, but they aver extremely hard to get. You literally have to die to get one. You can't just go to a different school b/c you want to in MOCO. If you want to you really need to move to a neighborhood that goes to Churchill.

Well, you do have choices if you're in the consortium cluster, but that's because MoCo is trying to keep parents in that part of the county in the public schools. But the choices aren't so great and Churchill isn't one of them.
