someone explain the $3.7T budget to me. It looks like they took the one-time stimulus money, and used that as the base amount per agency. Why can't we at least go back to pre-stimulus levels?

How late was that budget? Several months and leaderless, spineless trash. I am so glad he has time to stick his nose into state governmental issues.
